The US has sanctioned UN Special Rapporteur Francesca Albanese, 8 ICC judges, 3 court officials, and Palestinian human rights organisations Al-Haq, Al Mezan, and PCHR. The message is chilling: investigate genocide, speak up for international law, and we will destroy your life.

Francesca lost her affiliations with Columbia and Georgetown Universities. Her assets were frozen. She cannot access bank accounts, credit cards, or payments anywhere in the world. Even European banks closed the accounts of sanctioned ICC judges – simply because the US demanded it.

This is not just about one woman or one court. It is about whether European institutions, judges, and civil society can operate independently – without fear that a foreign power will freeze their bank accounts or end their careers. If Europe allows this to continue, international law means nothing.

The EU has the power to stop this.

The EU Blocking Statute (Council Regulation No. 2771/96) prohibits EU entities from complying with illegal US extraterritorial sanctions. If activated against Executive Order 14203, European banks would be required to continue servicing sanctioned individuals. EU companies could not terminate contracts or freeze assets to appease the US. 

But the EU Commission has not acted.

Our campaign has five core objectives:

1. End the killing – By cutting the economic and political cover that enables it

2. Stop Israel and the US – From using sanctions to bully the world into silence

3. Restore European sovereignty – So European banks obey European law, not US orders

4. Re-bank Francesca Albanese – Restore her access to banking, payments, and academic life

5. Activate the EU Blocking Statute – The legal tool that makes all of the above possible

We demand that the EU Commission immediately activate the Blocking Statute and update its Annex to include Executive Order 14203. Protect Albanese. Protect ICC judges. Defend international law.
